เมื่อวันที่ 12 พฤษภาคม 2569 ส่วนพัฒนาความสัมพันธ์ระหว่างประเทศ จัดประชุมเตรียมความพร้อมการประเมินคุณธรรมและความโปร่งใสในการดำเนินงานของมหาวิทยาลัยแม่ฟ้าหลวง ประจำปีงบประมาณ พ.ศ. 2569 ณ ส่วนพัฒนาความสัมพันธ์ระหว่างประเทศ มหาวิทยาลัยแม่ฟ้าหลวง

ในการนี้ ที่ประชุมได้มีการชี้แจงหลักเกณฑ์การประเมินคุณธรรมและความโปร่งใส (ITA) ซึ่งเป็นเครื่องมือสำคัญในการป้องกันการทุจริตและส่งเสริมความโปร่งใสในหน่วยงานภาครัฐ โดยครอบคลุมองค์ประกอบหลัก 3 ด้าน ได้แก่:

•    แบบวัดการรับรู้ผู้มีส่วนได้ส่วนเสียภายใน (IIT): ประเมินมุมมองบุคลากรในด้านการปฏิบัติหน้าที่ การใช้งบประมาณ การใช้อำนาจ การใช้ทรัพย์สินราชการ และการแก้ไขปัญหาทุจริต
•    แบบวัดการรับรู้ผู้มีส่วนได้ส่วนเสียภายนอก (EIT): ประเมินมุมมองผู้รับบริการหรือผู้ติดต่อในด้านคุณภาพการดำเนินงาน ประสิทธิภาพการสื่อสาร และการปรับปรุงระบบการทำงาน
•    แบบวัดการเปิดเผยข้อมูลสาธารณะ (OIT): การตรวจสอบหลักฐานเชิงประจักษ์ผ่านการเผยแพร่ข้อมูลบนเว็บไซต์

นอกจากนี้ ยังได้เน้นย้ำถึงกำหนดการจัดส่งข้อมูล คู่มือหรือแนวทางการปฏิบัติงานของเจ้าหน้าที (O8)  คู่มือหรือแนวทางการขอรับบริการสำหรับผู้รับบริการหรือผู้มาติดต่อมือ (O9) และในส่วนของการให้บริการผ่านช่องทางออนไลน์ของหน่วยงาน (O10) เช่น ระบบ Student VISA "ALL IN 1 REQUEST" service และ Mae Fah Luang University Visit Reservation Form รวมถึงการเปิดโอกาสให้ผู้มีส่วนได้ส่วนเสียมีส่วนร่วมในการดำเนินงาน (O19) เพื่อแสดงผลการดำเนินงานที่โปร่งใสและตรวจสอบได้

ภายหลังการชี้แจง บุคลากรส่วนพัฒนาความสัมพันธ์ระหว่างประเทศได้ร่วมแลกเปลี่ยนความคิดเห็นและหารือแนวทางการดำเนินงาน เพื่อให้การเปิดเผยข้อมูลและการให้บริการเป็นไปอย่างถูกต้อง ครบถ้วน และมีประสิทธิภาพ อันจะนำไปสู่การขับเคลื่อนการดำเนินงานด้านคุณธรรมและความโปร่งใสของมหาวิทยาลัยให้เป็นไปอย่างมีประสิทธิภาพต่อไป

Global Relations Division Prepares for Mae Fah Luang University’s 2026 Integrity and Transparency Assessment

On 12 May 2026, the Global Relations Division of Mae Fah Luang University organised a preparatory meeting for the 2026 Integrity and Transparency Assessment (ITA). The session, held at the Global Relations Division office, aimed to align departmental operations with the university’s integrity and transparency framework for the 2026 financial year.

During the meeting, the ITA criteria were detailed as a primary mechanism for preventing corruption and fostering transparency within public sector organisations. The assessment comprises three integral components: the Internal Integrity and Transparency Assessment (IIT), which monitors staff perceptions regarding the performance of duties, budget expenditure, the exercise of authority, and the management of state assets; the External Integrity and Transparency Assessment (EIT), which evaluates the experiences of service users and stakeholders in terms of operational quality and communication effectiveness; and the Open Data Integrity and Transparency Assessment (OIT), which involves a rigorous audit of information disclosed on the university’s official website.

Furthermore, the division underscored the importance of adhering to the schedule for submitting essential documentation and enhancing digital service delivery. This includes the development of comprehensive operational manuals for staff (O8) and clear service guidelines for the public (O9). Significant emphasis was placed on the efficiency of online platforms (O10), such as the Student Visa "ALL IN 1 REQUEST" service and the Mae Fah Luang University Visit Reservation Form, as well as the promotion of stakeholder engagement (O19) to ensure that the division's activities remain transparent and open to public scrutiny.

Following the briefing, members of the Global Relations Division engaged in a collaborative exchange to refine their working practices. This discussion focused on ensuring that all data disclosure and service provisions are accurate, exhaustive, and efficient, thereby supporting the university’s ongoing commitment to high ethical standards and professional integrity.
